ADB seeks qualified professionals to fill this position in the Office of the General Counsel (OGC):
Counsel (Institutional and Administrative)
1. IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to: : General Counsel, Deputy General Counsel, or to
any other senior position that the General Counsel may designate
The following staff positions report to the Counsel (Institutional and Administrative): Administrative Staff.
2. JOB PURPOSE:
Provide support to Office of the General Counsel (OGC) in achieving its key result areas by contributing to and supporting the functions of OGC in connection with institutional and administrative matters and other operational and advisory work as required.
3. EXPECTED OUTCOMES:
a. Legal Advice and Support
* Provides legal advice and support on:
o Personnel policies and issues including staff grievances, disciplinary procedures, appeals to the Appeals Committee and applications to the ADB Administrative Tribunal.
o Administrative matters affecting ADB Headquarters, Resident Missions and Representative Offices in ADB member countries.
o Privileges and immunities of ADB and its personnel in member countries.
o Matters concerning ADB’s membership, the Board of Governors and Board of Directors, and ADB’s Annual Meetings.
o Reviewing laws and regulations applicable to specified matters.
o Preparing legal documentation, including pleadings, for any of the above matters.
b. Staff Supervision
* Provides leadership and support to reporting staff.
* Supervises the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
* Ensures the on-going learning and development of reporting staff.

5. KEY RELATIONSHIPS:
a. Supervisor
Deputy General Counsel
Work planning, performance feedback, results assessments, and personal development
b. External Clients Participation in negotiation with counterparts and relevant authorities on specific transactions, etc.
c. Internal Clients Provision of legal advice and support on institutional and administrative matters; reviewing and drafting legal documentation, etc.
6. EDUCATION REQUIREMENTS:
A university degree in Law, preferably at postgraduate level, and admission as a lawyer in one or more of ADB’s member countries
7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
* Suitability to undertake the responsibilities mentioned above at the required level
* At least 6 years of relevant legal experience, with particular emphasis on litigation, preferably with a focus on employment and/or administrative law
* Able to work with multi-cultural and multi-disciplinary teams
* Able to inspire trust and confidence and to promote a strong culture of honesty, trust and openness
* Excellent oral and written communication skills in English. Must be able to communicate, present and defend complex legal arguments and issues
* International experience working in several countries
8. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
