ADB seeks qualified professionals to fill this position in the Office of Administrative Services (OAS)

Head, Commercial Services

IMMEDIATE REPORTING RELATIONSHIPS:
The position reports to Director, OAFA.

The following staff positions report to the Head, Commercial Services: National Officers and Administrative Staff.

JOB PURPOSE:
Undertake the efficient and effective management and
operation of ADB’s commercial services, which include (i) food services, (ii) commissary and fuel station services; (iii) individual commercial services; and (iv) client relationship management. Other commercial services may be developed and included in the future as consistent with the section’s objectives of contributing to the efficient functioning of ADB operations.

EXPECTED RESULTS:

Section operations management
* Develop and lead in the implementation of the annual work program of Commercial Services Section, establishing functional goals, operational processes, monitoring progress, and managing its human resources

* Plan and develop strategies as well as supervise operations and human resources of the section to meet changing customer requirements and enhance logistics management in support of ADB’s expanding operations

* Establish and sustain a culture of client orientation and service excellence in the section

Commercial services management
* Initiate, develop, and implement business plans consistent with ADB’s policies and procedures in ensuring delivery of commercial services to clients

* Lead the section personnel in achieving high performance standards and quality service in the various areas of commercial services

* Oversee that outsourced service providers meet their service level agreements

* Manage the overall relationship of service providers and clients, including the mediation and resolutions of issues and disputes

* Maximize return on capital/ resource employed for the commercial services operation by developing and implementing appropriate financial, economic and operational control measures

* Conduct periodic studies, benchmarking with other international organizations, and developing creative solutions for current and new areas covered by the section’s activities


Staff Supervision

* Provide leadership and support to reporting staff
* Manage the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance

* Ensure the on-going learning and development of reporting staff

EDUCATION REQUIREMENTS:
A university degree in Business Administration, Management, with a major in accounting, hotel and restaurant management or related fields, preferably at postgraduate level or its equivalent

RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:

* Suitability to undertake the responsibilities mentioned above at the required level

* At least 5 years of relevant experience in a commercial service function in a multi-cultural business environment, including the management of both staff and out-source agency persons and a proven ability to initiate and develop projects within a commercial service environment, preferably with exposure to Total Quality Management (TQM) techniques and e-commerce

* Experience in cost control and managerial accounting/reporting using international standards

* Strong analytical, negotiation and interpersonal skills, with ability to liaise effectively with all types of internal and external clients

* Excellent oral and written communication skills in English and evidence of substantial English report writing skills in a business environment; with exposure to research methods and associated reporting

* International experience working in several countries

Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
